Cell Phone Usage

In an effort to maintain efficient workflow at the circulation desk, and an acceptable level of sound in and around the interior of the Library, we ask that you turn off your cell phone while visiting. Any use of a cell phone must be conducted outside of the building.

Children's Programming

Any child 8 years or younger must be accompanied to library programs by a responsible person (an adult or adolescent age 14+). Parents/caregivers are required to remain in the building for the duration of the program, either on the 2nd floor (program room or non-fiction reading room), or in the children’s library to be available should a situation arise requiring the presence of the caregiver.

Content Filter

It is a matter of policy at the Merriam- Gilbert Public Library to utilize a content filter on all of its patron Internet-accessible computers. If the patron is an adult (18 years and older), and wishes to view a blocked site, a Librarian will remove the filter (with exception to the Children’s Library, where the filter shall remain activated at all times, regardless of the patron’s age).

e-Reader Policy

  • It is the policy of the Merriam-Gilbert Public Library (MGPL) to lend e-Readers to all eligible Library patrons.
  • Eligible patrons are defined as those possessing a library record in good standing (no fines or billed items, and up-to-date contact information).
  • e-Readers may be borrowed for a 2-week period, with 1 renewal for an additional week if there are no outstanding patron holds.
  • e-Readers are subject to replacement costs ($350.00) if the device is:
    • returned with damage that renders it inoperable.
    • not returned 1 week beyond the loan period.
  • An e-Reader Loan Agreement (please see below) must be read and signed by the borrower before the device is checked out for the first time.
  • e-Reader check out is limited to 1 per household.

The e-Reader will not be checked in if:

  • charger (power cord), storage case, and/or stylus are not returned.
  • any damage or tampering is assessed (including any consequence of misuse, accident, modification, attempts to access internal parts, removal of labels, keys, or equipment components.)
  • The equipment remains the property of MGPL. The borrower is responsible to safeguard and protect the device against damage and loss throughout the loan period.
  • e-Reader Loan Agreement
    • I am fully responsible for any loss or damage to this e-Reader.
    • I will not loan this e-Reader to another person.
    • I will return this e-Reader, and all associated components, to a staff member at the Circulation Desk, in the same condition in which it was received within the loan period.

    Art Exhibit and Display Policy

    • The purpose of exhibits at the Library is to present artwork in all media that will serve to stimulate the appreciation and understanding of art in the greater West Brookfield community.


    • The Library will provide insurance coverage for the loss or damage of the artwork. Valuations will be provided by the artist/owner of the artwork and will be based upon the face value.


    • Artists interested in exhibiting their own work or items from their personal collection will submit a written request, and provide at least 3 examples of their work.


    • Exhibits may be flat or 3-dimentional, including paintings, drawings, etchings, posters, photographs, mixed media, sculptures, textiles, pottery, crafts and collectibles. All artwork must be properly framed prior to the exhibit, which shall not be at the Library’s expense. If accepted, the exhibits will remain on display for a length of time determined by the Library Director. Either individuals or groups may apply to exhibit their work, and written requests will be accepted from professional artists, accomplished amateurs and collectors. Those submitting a request should indicate specific exhibit dates preferred, which will be subject to final approval by the Library Director.


    • The artist(s) will work with the Library staff to develop a quality exhibit that is appropriate to the space provided. The installation and removal of the exhibit will be the responsibility of the artist(s), and will be completed 24 hours prior to the exhibits opening date. Any artwork that is not suitably prepared (i.e.: framed, pedestals for sculptures, etc.) for exhibit may be refused. All exhibit specifications including size, location, and selection of artwork requires authorization from of Library Director.


    • Any printed materials (i.e. pamphlets, booklets, companion catalogues, etc.) and their associated costs are the sole responsibility of the artist(s).


    • The artist(s) will keep the artwork on display for the entire exhibit period, and will remove the exhibit during the next day the Library is closed.


    • Artists will be allowed to keep contact information available at the circulation desk in the event there are public inquiries concerning the purchase of their artwork.


    • The Library staff are not authorized to act as agents in the sale of art displayed in or outside of the Library on behalf of the exhibiting artist(s).


    • The Library reserves the right to publicize the exhibit and any events related to it.


    • Artists may hold a public reception during the exhibit dates their work is on display pending the Library Director’s approval.


    • All exhibits will be loaned free-of-charge to the Library and admission-free to the general public.

    Fax and Copy Machine Policy

    The Merriam-Gilbert Public Library’s fax and copy machines are available during regular library hours for the public to send, receive, and reproduce information within restriction guidelines (Title 17, U.S. code). FAX service is provided at no cost to the public, but an in-kind donation is encouraged. Likewise, copies are free up through the first 6, and .10 thereafter.

    Extensive FAX and copy runs are not encouraged due to the limit of space, demand and wear, and, therefore, limited to 10-minute sessions.

    The Unattended Child Policy shall be observed relative to FAX and copier usage when a child accompanies an adult, in order to maintain a safe and comfortable environment for all.

    FAX/copier use is provided on a self-serve basis; however, staff is available for general assistance, if necessary, so long as it does not impede service at the Circulation Desk.

    Only standard 8.5” X 11” copies may be inserted into the FAX.

    The Library shall be the sole source provider of copier paper.

    The Library is not responsible for the success/failure of transmission or quality of copy.

    International faxes are prohibited.

    The Library Staff retains the right to limit access to the FAX and/or copy machines if the details governing this policy are violated.

    Gift Policy

    The Merriam-Gilbert Public Library welcomes gift books, materials and other items of a permanent nature with the understanding that the gift will be evaluated in accordance with the criteria and objectives by which purchased materials are judged. While gifts are welcomed, they are received with the understanding that they are ultimately accepted at the discretion of the Board of Trustees. Gifts and donations become the property of the Merriam-Gilbert Public Library and may be retained or disposed as is deemed appropriate. Generally, the Library will not accept items that would not be purchased or otherwise added to the collection.

    Library staff cannot be expected to provide an appraisal of donated material.

    The appraisal of a gift to the Library for tax purposes is the responsibility of the donor since it is the donor who benefits from the tax deduction. The acceptance of a gift that has been appraised by a third, and disinterested party, does not in any way imply an endorsement of the appraisal by the Library. Donors requesting a receipt for items donated will be provided a receipt acknowledging the gifted materials.

    Inclement Weather and Computer Access

    During inclement weather that includes the presence of thunder and/or lightning, the Library will shut down all of its computers until the storm subsides.

    Internet Policy

    The Internet allows users to connect to networks of resources outside the Library. The Merriam-Gilbert Public Library does not monitor information accessed through the Internet, nor does the Library have complete knowledge of what is on the Internet. Information may be inaccurate, or unavailable at times. The Merriam-Gilbert Public Library cannot be held responsible for the content of the Internet or consequences of Internet usage. It should be noted: using the Internet has aspects that are inherently dangerous. As with all Library materials, a child’s use of the Internet is the responsibility of the parent and/or legal guardian. The Library Board of Trustees and its employees assume no responsibility for harm of any type arising from the use of any information, software or data obtained from or posted to the Internet.

    In addition, the Merriam-Gilbert Public Library offers wireless fidelity “WiFi” access to our Internet service. The Library’s Internet Use Policy governs the use of the Internet over our wireless access points in all areas within range of the connection, both inside and outside the building, on the Library’s premises.

    WiFi poses the same risks to your personal information that a wired network poses, as well as some additional risks. WiFi users need to educate themselves about these risks, and take steps to secure their personal information accordingly. Cautious WiFi users may choose not to transmit their credit card information and passwords while using any WiFi “hotspot”, including the Library’s. The Library cannot assure the safety of your data when you use either our wired or wireless Internet access.

    Furthermore, the Library employs the use of a content filter on only the wired computers, which can be removed if the patron is over 18 years of age. The children’s library filter will not be removed under these circumstances. Please consult a Librarian for assistance and further information. Therefore, please be advised, wireless connectivity is unfiltered and available to all patrons, regardless of age.

    Library Staff will provide general information (*SSID) on the settings necessary to access the Internet via our wireless connection. If a user has problems accessing the Internet through the connection, staff will only verify that the Library’s connection is operating normally.

    Additionally, Staff will not perform troubleshooting on the patron’s own wireless device. Please note that the Library staff cannot assist you with your laptop, PDA, card, or configuration. The Library cannot accept the liability of handling your equipment. The Library shall not be responsible for any loss of data or damage to personal equipment.

    USAGE:

    The Library offers 2 patron ports on the 1st floor, 1 in the children’s library, and 1 laptop. Patrons’ time on the Internet is limited to 30-minute blocks with a 1-hour maximum per day. Should a patron request use of the card catalog at any of the Internet stations, preference will be given to that request and the current session will be terminated (session can be resumed after library catalog is no longer needed). Patrons are financially responsible for damage to the equipment that occurs during usage. The laptop may be utilized on the 1st floor only. Printed copies are 10 cents per page (the first 3 copies are free).

    Meeting Room Policy

    The Merriam-Gilbert Public Library’s 2nd floor meeting room is available to both profit and non-profit organizations and individuals engaged in educational, cultural, intellectual or charitable activities. The Library, in making this space available, subscribes to the equitable use of its facilities regardless of the beliefs or affiliations of the individuals or groups requesting its use. The following regulations apply to all groups interested in the use of the meeting room. Organizations that violate these requirements may forfeit future use of the meeting room.

    Meetings must be open to the public and must maintain normal handicapped access from the elevator, through the meeting room, and into the non-fiction stacks.

    Meetings must begin and end during library hours of operation and be scheduled accordingly: 1 meeting at a time, at least one week in advance of the requested date.

    Permission will be granted on a 1st come, 1st served bases, by either the Library Director or the Adult Services Librarian. Permission given to a group in no way implies an endorsement of a group’s policies, beliefs, or programs by the library or its staff.

    Smoking and the consumption of alcohol in the library are prohibited. Food and non-alcoholic drink in limited quantities may be served only within the meeting room and with the prior consent of the Library Director.

    Organizations are responsible for completely restoring the meeting room to its original state at the close of the session. Damage to library property as a result of an organization’s use of the room is the responsibility of that organization.

    Any questions pertaining to interpretation of this policy should be conveyed to the Library Director. Final determination rests with the Library Board of Trustees.

    Patron Account Access

    A Library card must be presented in order to permit staff to access patron accounts.

    Policy Clarification

    Requirement of Library Cards Patrons must present their library cards in order to allow staff to access their accounts. This requirement applies to any transaction between the patron and the Library including, but not limited to, the following:

    • Borrowing materials
    • Renewing materials (if the item is not in hand)
    • Updating address or other personal information
    • Accessing interlibrary loan information

    Explanation: In order to codify, reaffirm and clarify the Merriam-Gilbert Public Library policy concerning the required use of library cards1 by all patrons, the above statement has been added to the official collection of Library policies by unanimous vote of the Board of Trustees on May 19, 2005.


    Library cards became necessary and required as part of the Library’s conversion and upgrade to Mininet member status through the CWMARS consortium in 2002. The policy was previously clarified in August, 2003 (see Board of Trustees’ minutes).

    Reciprocity of Lending and Borrowing Privileges

    MGL, Ch. 78. Sec. 19B 1&6 requires public libraries to meet minimum standards of service in order to obtain annual certification and state aid grants. The Merriam-Gilbert Public Library (MGPL) extends full library privileges to all residents from certified communities.

    Conversely, Mass. State Law (605 CMR 4.01) permits public libraries to deny borrowing privileges to residents from decertified communities. Accordingly, residents from decertified communities are not granted borrowing privileges, either directly from the MGPL’s collection or through patron-placed holds. However, “in house” utilization of the collection, Internet usage, program attendance, and fax/copy services are allowed. Full library privileges are reestablished immediately following a community’s recertification from the Massachusetts Board of Library Commissioners.

    Snow Day Policy

    On Mondays and Wednesdays, the Library will be closed when the Quaboag district schools re closed. On Tuesdays and Thursdays, if road conditions permit later in the day, the Library will open at 2:00PM.

    If the school district experiences delays, then the Library will open at 2:00PM, Monday through Thursday.

    Saturdays will be determined on a weather-permitting basis.

    Staffing Levels

    During open hours there shall be a minimum of 2 employees on duty. Should the situation arise whereby only 1 staff member is available to work and an attempt to locate additional professional staff has been unsuccessful, the Library shall be closed until the required staffing levels can be achieved.

    Restroom Policy

    During any program or event your child attends, should the need to use the restroom occur, the program assistant will take your child from the meeting room to you in the Children’s Library via the elevator for you to oversee the restroom visit. Upon completion of the restroom visit, your child will be taken back to the program via the elevator by the program assistant. It is necessary that all parents/caregivers remain in the Children’s Library for the duration of any Library program or event so that we may be able to locate you should the need arise.

    Your signature is required on the accompanying documentation, which indicates that you have read and fully understand the contents of this policy. Failure to sign will result in the exclusion of your child from the corresponding Library program(s) or event(s).

    Volunteers

    Volunteers at the Merriam-Gilbert Public Library are defined as individuals who augment the efforts of paid staff through providing support, which enhances and expands the library’s overall mission of service to the public.

    A volunteer must be at least twelve years old and in the seventh grade to assist with either Adult or Children’s services. Volunteers are expected to adhere to a schedule approved by the Department Head, and just like a paid employee, communicate changes to that schedule (i.e.: sickness). Furthermore, volunteers are required to follow the code of ethics as accorded by the American Library Association relative to privacy standards concerning both patron information and exposure to daily events and situations within the Library.

    Roles and Responsibilities may include:

    • Shelving (mandatory)
    • Shelf reading (mandatory)
    • Preparing new materials for circulation, including stamping, attaching barcodes and spine labels, etc.
    • Delivering materials to the homebound.
    • Assisting with programs, projects, and special events.
    • Light housekeeping (i.e.: dusting, polishing furniture)

    Tasks that are never undertaken:

    • Answering the phone.
    • Providing reference information to patrons.
    • Working behind the circulation desk (i.e.: checking in or out materials). Cataloging materials.
    • Accessing the Evergreen system(circulation or cataloging functions).
    • Commenting on patrons’ materials selections.


    • Volunteers NEVER replace paid staff.
